The role of governance in shaping EU agri-environmental policies

This dissertation focusses on the role of governance in shaping agri-environmental policies, with a particular focus on Agri-Environmental and Climate Measures (AECMs) within the European Union Common Agricultural Policy (CAP). The PhD pursues three overarching objectives: i) to investigate how AECMs governance is structured and which actors shape decision-making processes across governance levels; ii) to analyse how governance arrangements influence the environmental ambition and performance of AECMs, including the barriers emerging from these arrangements; and iii) to examine how different Member States operationalise environmental ambition through diverse governance and policy configurations under the CAP Strategic Plans 2023-2027.

By adopting an interdisciplinary approach, the research aims to better understand how interactions across governance levels, policy instruments, and actor configurations mediate the relationship between environmental objectives, policy design and implementation within EU agri-environmental policies.
