It shows that while these policies pursue multiple objectives, their outcomes remain uneven due to trade-offs, implementation challenges, and inconsistencies across governance levels.
Rather than offering a single verdict, the study highlights the need to better align policy instruments, reduce contradictions, and strengthen coherence to effectively support sustainable food system transitions.
